Specify how many rows I would like in a cell instead of hard coded

some of my clients want to specify how many rows they want in a cell (ex C3). That could be nice if it was pissible

Just to clarify, in a NL Rows=X function, you would like the X to be a cell reference which contains some number, possibly a calculated value?
Could you describe a use case for this?
