If you are from a non-english speaking country, users do run Excel in different languages. I.e. a german company, some users run in German and others in English.
When using the function TEXT(Date, "expression"), in German it should state: TEXT(Date, "tt-mm-jj"), but in English it should be TEXT(Date, "dd-mm-yy") - If you run example 1 (22-11-2018) in an english version of Excel, the result would be tt-11-jj
