Being able to lock in rows in Jet Budget so the user cannot change the figures

When we send out budgets, there are times when certain GL Accounts need to be viewed only as the budget contributor should not be able to alter the figures.

Essentially, it should be similar to excel when you can lock cells/rows...etc
