In moments when a work item needs to be reviewed by an approver but still needs to be approved by another user. This pre-approver role will give the ability to the user of downloading the work item, edit it and Save it without putting the work item in a status of Pending Approval and disable the action to edit and save for the proceeding and probably final approver.

This can work on a workflow scenario in which we have a contributor that starts, create and edit the work item but we have 3 approvers and two of those approvers have to review the data and make possible edits to the work item before the last approver sees it.
