Allow file opening with Jet Dashboard hyperlinks

A client mentioned that they would like to be able to link to things other than websites with the hyperlink functionality that exists within the dashboard builder. Ideally they'd like to be able to link to internal directories to retrieve PDFs, Jet Reports, and other files.
