The Activation Server has been down a few times and there was never a notification of the outage. I think it would be helpful to know when the service goes down so we can easily notify our clients.

Additionally, if the service goes down, I think maybe helpful to either change the error message to indicate that the server is actually down and/or redirect users to an outage page with some helpful information about the service and that we are working on restoring service. ETA could be added.
